Preamble

The Board of Trustees of Liberty Hill Independent School District (the “District”) finds that adoption of an ad valorem tax rate in excess of the voter approval tax rate requires an election under Section 26.08 of the Texas Tax Code. An efficiency audit is being conducted and will be presented to the Board no later than three months from the auditor’s appointment and to the public before the election. The District will contract with Williamson County Elections to conduct the election and may hold it jointly with other political subdivisions under the Texas Election Code.

Because Senate Bill 1025 (2025) applies to this election, the Board interprets the required statement to appear at the top of the proposition in accordance with Section 52.095 of the Election Code. These actions are in the best interests of District residents.

La Mesa Directiva del Distrito Escolar Independiente de Liberty Hill (el “Distrito”) determina que la adopción de una tasa de impuesto ad valorem que exceda la tasa de aprobación del votante requiere una elección según la Sección 26.08 del Código Fiscal de Texas. The election will be held on November 4, 2025, to submit the following question to eligible voters:

Authorization:

  • Levy an ad valorem tax rate of $1.2389 per $100 of taxable assessed value for the current tax year (M&O: $0.7389; I&S: $0.50).
  • Represents a 19% increase in maintenance & operations tax revenue over the prior year, an additional $10,750,115 as calculated under Texas Tax Code §26.08.
  • The M&O rate stated is the legal maximum under current Texas law and would remain subject to annual Board approval if ratified.

Liberty Hill Independent School District — Proposition A

THIS IS A TAX INCREASE

Ratifying the ad valorem tax rate of $1.2389 per $100 valuation in the Liberty Hill Independent School District for the current year, a rate that will result in an increase of 19% in maintenance and operations tax revenue for the District for the current year as compared to the preceding year, which is an additional $10,750,115.

Voters will mark “FOR” or “AGAINST.” Electronic and/or paper ballots may be used.

Polling Details

Election Day Hours: 7:00 a.m. – 7:00 p.m. • Precincts and polling places will be identified on Exhibit A. Locations may change as permitted by law.

Applications for voting by mail should be received by October 24, 2025. If faxed/emailed, the original must also be mailed.
